Students in Detroit Public Schools fared worst in reading and math among major urban districts participating in the National Assessment of Educational Progress' Trial Urban District Assessment. Despite the ranking, fourth- and eighth-grade students made gains in both tested subjects -- an achievement that district officials described as "substantive progress."
