HHS: 29 states are moving to establish health insurance exchanges

Twenty-nine states have made key progress toward creating health insurance exchanges, the HHS says. Several others, including Kansas, Arkansas, Alaska and Texas, either have returned federal grants for planning exchanges or have said they won't move forward on building exchanges.
