New York City Schools move toward compliance with federal education law

Chancellor Joel I. Klein today is expected to announce that students in failing schools will be allowed to transfer to better performing schools anywhere in the city. Klein also is expected to strip the system's 32 local districts of their power to decide which transfer students are admitted to their schools.
