Long-awaited report recommends big changes for Denver schools

A report by the Commission on Secondary School Reform recommends giving principals in Denver Public Schools control of school budgets, curriculum and hiring as part of a broader reform plan for the city's school system. The report also suggests limiting high schools' student bodies to 400 students and tailoring curricula to individual students' needs.
