Parsons Brinckerhoff sues Idaho DOT

Parsons Brinckerhoff, of New York, is suing the Idaho Department of Transportation, alleging the department used local preference in awarding a program management contract for a $1.2 billion highway job to Boise-based Washington Group. The suit seeks to nullify the contract and claims the department's board overturned a selection committee's ranking of PB and partner HDR Engineering of Omaha, Neb., as the most qualified bidder for the project.
