Lawmakers say FCC chief massaged data to advance agenda

Democratic lawmakers released a report Tuesday saying that FCC Chairman Kevin Martin manipulated data about the cable industry so that the commission would have more power over cable providers. Martin is being accused of massaging data to make it seem as though a la carte programming would be good for consumers and that the so-called 70/70 Rule had been met.
