Many business owners say the idea of a tax credit for creating jobs is pointless until the economy recovers because revenue is down. Also holding them back are worries about the potential financial impact of health care and climate-change bills. "I think those are the real job-killers," said Doug Newman, president of Newman Concrete Services in Richmond, Maine. "I don't think most small businesses like myself are looking to government to give us something to create jobs. I think they're looking for the economy to rebound."
