Republicans back Boehner's plan to extend payroll-tax cut

House Speaker John Boehner, R-Ohio, received support from fellow Republicans for a bill that would extend a payroll-tax cut that expires at year's end. The legislation also aims for quicker approval of the Keystone oil pipeline from Canada and fewer restrictions on industrial emissions. Senate Majority Leader Harry Reid, D-Nev., backs a different version that would pay for the tax cut with a surtax on yearly income of more than $1 million.
