Experts: Climate change spurs "hard conversations" over Fla. coast

The risk posed by rising sea levels should compel authorities to consider issues of public-beach access and who is responsible for payouts for storm damage in coastal areas, according to experts at a climate-leadership event in Florida. "These are hard conversations, but they are necessary," said Thomas Ruppert, a coastal-planning specialist. Such talks on windstorm premiums are taking place at state-backed Citizens Property Insurance, he said.
