About one-third of Indiana students fail state exams

As the latest round of state tests reveal relatively flat passing rates on the third-, sixth- and eighth-grade math and English tests, Indiana officials express concern that student achievement seems to have hit a plateau. Blacks and Hispanic students' passing rates lagged behind those of white students by at least 21 percentage points.
