Legislators: Restraint and seclusion should be a last resort in schools

In this opinion article, U.S. Reps. George Miller, D-Calif., and Cathy McMorris Rodgers, R-Wash., argue the case for legislation they introduced to limit the use in schools of restraint and seclusion, which are used disproportionately to discipline students who have disabilities. While the practices are regulated by law in community and hospital settings, those guidelines do not apply to schools, where students with disabilities remain especially vulnerable, they write.
