A dozen types of trees in Lake Oswego, Ore., have been identified as invasive and the City Council wonders whether doing away with the need for tree-removal permits for these trees would help eliminate them. Some are concerned about a change to the city's policy because the tree canopy which the area is known for could be decimated.
