House panel will vote to let agencies sell spectrum

A House committee could vote Wednesday on a bipartisan measure to encourage federal agencies to surrender some spectrum holdings by offering them a stake in upcoming auctions. Agencies that agree to give up their bandwidth or share spectrum with another department would receive 1% of the proceeds from its sale. The Federal Spectrum Incentive Act is modeled after the Federal Communications Commission's incentive auction for broadcast TV stations to sell their frequencies for wireless use.
