Editorial: Feds should demand accurate dropout numbers from states

In a Los Angeles Times editorial, Jay P. Greene and Greg Forster of the Manhattan Institute's Education Research Office say states should calculate graduation rates by using enrollment figures rather than dropout data. In California's case, doing so would reveal a true graduation rate of about 70% rather than the reported 86.9%.
