Study shows contractors reconsidered controversial canal

A secret $50,000 study completed in August 2006 indicates that contractors on California's State Water Project were actively considering building a canal similar to the controversial one that was rejected by voters in 1982. The study estimates that the unlined, 46-mile canal would cost between $3.3 billion and $3.7 billion in 2006 dollars to build.
