Arkansas sewer construction to start, but plant delayed

Construction of an Arkansas sewage line could cost the Northwest Arkansas Conservation Authority $5.9 million less than it expected, because contractors need the work. The authority has received lows bids of $13.75 million; engineers had expected a cost of $19.65 million. More than 18 miles of sewage transmission pipes will be built, along with two lift stations, but the $30 million sewer plant is delayed due to permit issues.
