Northern Ireland leader calls for education-funding changes

Officials in Northern Ireland say education-funding reform is needed to move more money to classroom instructional needs and that additional emphasis should be placed on primary-school education. An early grasp of basic skills is the foundation for success in later years, CBI Director Nigel Smyth said.
