California water pact nullified

An agreement to limit California's overuse of water has been struck down by a judge, a move that could restart years of fighting between California and its neighboring states. The pact detailed how to divide the Colorado River among California and other states, including Arizona, after the states had accused California of taking extra water over the years. In his ruling, however, the judge said California failed to limit the costs involved, violating its constitution.
