U.S. lawmakers move toward heading off Friday shutdown

While Congress remains deadlocked on issues such as extension of the payroll-tax cut, congressional negotiators say they are likely to pass a compromise spending bill that would prevent a U.S. government shutdown on Friday, when current spending authority runs out. Congress has brought the government to the edge of shutdowns three times in the past year.
