Military housing expansion leaves bill for new schools with local districts

As a multibillion-dollar program renovates crumbling housing units on 80 military bases around the country, local school districts worry they will not be able to accommodate the concomitant surge in enrollment by military children. At Fort Carson, Colo., where 841 new Army homes are bringing in 960 additional students, the federal government rebuffed local school officials' requests for new school construction funds.
