San Francisco federal building reportedly behind schedule, over-budget

An ambitious new federal building going up in San Francisco will feature a three-story sky garden and retractable windows operated by climate sensors, but the building is a year behind schedule and, reportedly at least 50% over budget. The project manager on the building said the delays were due to "constructability issues," such as weather, supplies and design elements.
