Texas districts shun temporary teacher program

A 2004 initiative that allows Texas districts to certify college graduates to fill shortages in math, science, special education and other subjects has produced only one such "instant" teacher, mostly because school systems are finding the program too costly and burdensome. Districts prefer instead to hire college grads with teacher training or people who've successfully completed alternative certification programs.
