EU nears agreement on €200 billion stimulus

Meeting in Brussels, Belgium, leaders of the EU signaled that they are closing in on a €200 billion plan to fight recession as well as a deal to battle global warming. "When it is unified, Europe sees ideas progress and can impose its values," French President Nicolas Sarkozy said. Germany had opposed a massive rescue, but Chancellor Angela Merkel said the country would not go against a pan-European economic stimulus.
