2 Wis. districts set to offer merit pay for teachers

Two Wisconsin school districts will implement merit pay for teachers amid the state's new climate of limited collective bargaining. Neither district will rely heavily on student test scores to evaluate teacher performance and award bonuses at the onset, but such a plan is being developed at the state level.
