Negotiations at telecom conference reach a stalemate

Negotiations at the World Conference on International Telecommunications went deep into the night on Wednesday without achieving a resolution. Amid the extended talks, China, Russia and other nations submitted a revised version of their proposal that would give signatories to the proposed treaty the right to control all naming, numbering, addressing and identification resources within their territories.
