N.Y. city council restores some funding but raises taxes

The New Rochelle, N.Y., City Council approved a budget that restores $300,000 for Fire Department overtime and $250,000 for seasonal leaf collection, and there are no layoffs. However, the $153.5 million budget includes a 5.57% tax-levy increase, which exceeds the state cap of 2.49%.
