Senators introduce more streamlined climate-change bill

Sens. Maria Cantwell, D-Wash., and Susan Collins, R-Maine, have unveiled a climate-change bill that establishes a "cap-and-dividend" market for carbon emissions. The measure would target only fossil fuel producers and importers, which would be required to purchase permits for their emissions in monthly auctions. A larger part of the revenue from these auctions will be given back to consumers, while the rest will be allocated for clean-energy development.
