Indiana appeals court overrides planners, approves electronic billboard

The Indiana Court of Appeals ruled against county planners, saying that Lamar Advertising Northwest Indiana can replace a static billboard in Valparaiso, Ind., with a digital display that changes its message every 10 seconds. County commissioners, worried that the sign would distract drivers, had denied Lamar's application based on an ordinance that limits signs to one poster panel.
