NCLB waivers target reform for struggling schools

Officials say plans for improving such "priority schools" are subject to strict guidelines, with applicant states ordered to examine extended instructional time, the use of academic-performance data in instruction, addressing the social and emotional needs of students and using research-supported teaching techniques.
