NCLB waivers target reform for struggling schools

States seeking waivers from provisions of No Child Left Behind are being required to draft a plan to turn around the poorest-performing schools. Officials say plans for improving such "priority schools" are subject to strict guidelines, with applicant states ordered to examine extended instructional time, the use of academic-performance data in instruction, addressing the social and emotional needs of students and using research-supported teaching techniques.
