The Philadelphia Inquirer reports that Mayor Street commissioned a secret plan to undermine the state's quest to hire Edison Schools to participate in the district's reform. The strategies outlined include driving the system into bankruptcy and filing a lawsuit. News of the plan surfaced hours after the school district's interim CEO Philip Goldsmith resigned Dec. 13 in protest of Gov. Schweiker's plan to pay Edison $101 million and cut teaching staff.
