Blue-ribbon group to urge radical overhaul of K-12 education

A report being released Thursday by a high-level commission on education and the work force calls for states to set curriculum and to hire and train teachers, the creation of regional authorities to assess educational needs of growth industries and the development of new state tests that go beyond simply measuring knowledge. One panel member defends his group's call for sharply scaling back district responsibility over schools by asking, "How can a local school board really know the future of the global economy?"
