Expert: Legislation preferable to EPA regs on global warming

Legislation to curb greenhouse-gas emissions is preferable to Environmental Protection Agency regulations, the costs of which are "highly uncertain," according to Ned Helme, founder of the Center for Clean Air Policy. The Clean Air Act "does not explicitly authorize" cap and trade and other market-based schemes, Helme added. Congress would rather craft a program that is cost-effective, produces revenue and stays clear of the uncertainties associated with EPA regulation, he said.
