Senate passes $447 billion spending measure

The U.S. Senate adopted a $447 billion spending bill, sending the measure to President Barack Obama for his signature. In possibly a preview of their strategy for the midterm election, Republicans criticized what they called Democrats' excessive spending and failure to deal with the exploding budget deficit. Democrats responded that former President George W. Bush inherited a surplus from Democrats and turned it into a deficit.
