The Obama administration favors a "cumulative impact" study on natural gas drilling's effects on the Northeast watershed, writes Gen. Peter DeLuca of the Army Corps of Engineers in a position letter. The government established that position after consulting with agencies. "Simultaneously, all these agencies support the [Delaware River Basin Commission's] decision to develop and release draft natural gas regulations," he writes.
