Rockefeller awaits Senate signal on carbon-emissions plan

Sen. Jay Rockefeller, D-W.Va., is waiting for Senate leadership to decide whether a bill he introduced will get a vote before the end of the session. His plan seeks a two-year postponement of the Environmental Protection Agency's carbon rules, which are slated to take effect in January.
