Wash. governor eyes improvements to clean-energy standard

The administration of Washington Gov. Chris Gregoire is considering broadening the state's definition of clean energy. Under a plan being considered by the governor's office, utilities with at least 25,000 customers would be required to obtain 15% of their power from wind, solar, geothermal and certain biomass sources by 2020. The proposal is aimed at drawing clean-energy businesses to the state, while ensuring that Washington's clean-energy standard remains cost-effective, said policy adviser Keith Phillips.
