King says Washington, D.C., School Board President Peggy Cooper Cafritz's recent statement that high schools were responsible for shoddy record-keeping was a "classic dodge." Rather than ascribing blame to a faceless school bureaucracy, Colbert says the spotlight should be on principals who shirked their responsibility to manage student files properly.
