Opinion: California stem cell initiative is "federalism in action"

Columnist William Safire says the "gold rush" that the California stem cell initiative has produced in that state and others is bounding beyond the issue of taking the cells from frozen human embryos to one of states protecting their scientific turf and adding to it. He writes the looming issue in such research may not be reproductive cloning, but it is still cloning.
