World Trade Center developer given 90-day deadline

Amid intense bickering over the rebuilding of the World Trade Center, New York Gov. George Pataki has given the project's developer, Larry Silverstein, a 90-day deadline to come to terms. Conflicts slowing the process have ranged from design, location of retail shops, and whether Silverstein can continue to pay his rent during the rebuilding.
