Corps: Congress must speed work on Louisiana hurricane protection

The Army Corps of Engineers advised Louisiana officials to seek Congress' help to fast-track the construction of a hurricane-protection system along the Houma Navigation Canal. Gov. Bobby Jindal had sought the help of the Corps in building the project because federal bureaucracy delayed the structure's completion.
