De Boer: Climate talks at critical moment

Climate talks in Copenhagen have reached an important moment as negotiators seek ways to guarantee countries will honor their commitments, said Yvo de Boer, executive secretary of the United Nations Framework Convention on Climate Change. Industrialized countries are seeking verification tools for developing countries, while developing countries complain rich countries have yet to set ambitious emissions targets or provide financing that reflects their historic responsibility for the pace of climate change.
