GAO faults implementation of national pandemic plan

After 3 1/2 years, the federal government still has not completed all of the action items in the so-called "Implementation Plan" for combating a flu pandemic. A report from the Government Accountability Office found that no federal agencies were overseeing the implementation of 17 action items delegated to state and local governments, while many other items lacked the necessary data to be deemed complete.
