Mills outlines small-business policy agenda

Small Business Administration head Karen Mills spoke at the National Press Club Monday about the Obama administration's small-business policy agenda. The White House wants to eliminate capital gains taxes for small-business investors in 2010, provide a short-term tax break for small firms that hire more workers and use stimulus funds to allow the SBA to guarantee larger loans.
