Extension of payroll-tax cut remains undecided in Congress

The fate of the one-year extension of the payroll-tax cut was one of the issues left unresolved after congressional leaders compromised on a spending bill to avoid a government shutdown. House and Senate negotiators are talking about approving a two-month extension of the tax cut, to give them more time to decide how to pay for it.
