Battle for in-flight cellphone use rages on

The Transportation Department will soon decide whether using cellphones to make calls on flights is a good idea, and the Federal Communications Commission is examining rules banning cellphone use on planes. The agencies may ban voice calls while allowing passengers to check e-mail and to text.
