Hawaii teachers, governor in stalemate over furloughs

Negotiations between Hawaii Gov. Linda Lingle and the state teachers union over Lingle's proposal to use teacher planning days to restore instructional time diminished by furloughs have reached an impasse. Lingle's office said it has offered teachers a "viable compromise," contending that hope for a resolution "rests squarely on the shoulders of the [union] leadership." But the state school board chairman said that some teacher planning days should be preserved and that talks may resume without the governor's involvement.
