Kerry: Outcome of U.N. climate summit to affect passage of U.S. bill

The success of the U.N. climate summit in Denmark this week "is really critical" to the passage of the Senate's energy and climate bill, according to Sen. John Kerry, D-Mass. The bill, co-authored by Kerry, will need votes from Republicans and moderate Democrats who want country-verification measures as part of any international treaty on global warming. Sen. Arlen Specter, D-Pa., and eight colleagues want provisions that will penalize countries that do not meet commitments, as long as the penalties are "consistent with national sovereignty."
