Surface transportation authorization gets no front-loading

Transportation authorizers in the House did not get the $100 billion they'd looked for in a new highway bill, and it's expected that the wrangling between the House and Senate will continue as the surface transportation authorization may get extended for another 60 days. Meanwhile, state officials say they need a real bill because they can't make plans based on continued extensions rather than real money and budgets.
