CME's executive chairman opposes limits on speculation:

CME Group Executive Chairman Terrence Duffy is speaking out against proposals from the Commodity Futures Trading Commission to limit positions in energy and other commodities, as mandated by the Dodd-Frank Act. Such limits would fail to contain high prices and should be delayed until regulators have more information on over-the-counter swaps markets that have a high volume of unseen commodity trading, Duffy said.
