Levees in Minn. city have defects, feds say

The Army Corps of Engineers found defects in the levee system in St. Paul, Minn., prompting the federal agency to give the structures an unacceptable rating. The city has started repair work on the levees and vowed to coordinate with federal officials to address the problems, according to a local official.
